Prof. Francis Werner Ofei is a physician specialised in Internal Medicine and Endocrinology. He graduated from the University of Ghana Medical School and holds a Membership of the Royal College of Physicians of the United Kingdom (UK) and Fellowships of the Royal College of Physicians of London and of Edinburgh. He is a Foundation Fellow of the Ghana College of Physicians (FGCP).

Prof. Francis has held various positions in the Ghana Diabetes Association since 1988 and is its past president. In 2001 he was a member of the World Health Organisation Expert Committee on Life Course and Ageing and chaired the African Regional Consultation on the WHO Global Strategy on Diet, Physical Activity and Health in March 2003 in Harare, Zimbabwe.

Currently, he is an Associate Professor of Internal Medicine at the University of Cape Coast where he was formerly the Dean of the School of Medical Sciences. He is the current Chairperson of the National Standard Treatment Guidelines and Essential Medicines Selection Committee of the Ministry of Health and Chairperson of the Medicines Safety Committee of the Ghana Food and Drugs Authority, and a former technical advisor and member of the World Health Organisation (WHO) Expert Committee for Selection of Essential Medicines.
