Medical and Dental Council - Ghana

Dr. Divine Ndonbi Banyubala is the Acting Registrar of the Medical and Dental Council, Ghana, where he oversees the regulation and governance of medical and dental practice in the country. A physician by primary training and a qualified legal practitioner, he holds a Master’s and PhD in Bioethics and Medical Jurisprudence from the School of Law at the University of Manchester, UK. His extensive expertise encompasses healthcare ethics and law, health policy, professional regulation, ethics education, research ethics, and governance.

Dr. Banyubala is credited with founding and leading Ghana's first medico-legal department at the Ministry of Health within the Office of the Director-General of the Ghana Health Service. Through this role, he institutionalized ethics and law into healthcare practice and policy, setting a benchmark for integrating legal and ethical considerations into public health administration.

He has contributed to policy and education through his service as a member of the Legal Committee of the Ministry of Health and as an Adjunct Lecturer at the University of Ghana Business School and School of Public Health, teaching courses on ethical and legal issues in health and health informatics. Additionally, he serves on the Legal Committee of the Association of Medical Councils of Africa (AMCOA) and has provided consultancy services to the West African Health Organisation (WAHO) on research ethics governance in the West African sub-region.

Dr. Banyubala is affiliated with numerous professional bodies, including the Ghana Medical Association, Ghana Bar Association, and the International Association of Bioethics. He is also a senior associate at both Law and Development Associates (LADA) and Atuguba and Associates Law Firm in Accra. A prolific author, his work is featured in local and international peer-reviewed journals, with a focus on medical law and ethics.

A practicing Catholic, Dr. Banyubala is a Marshallan and an active member of the Catholic Professionals Guild. He is married and devoted to his family, with two children. Passionate about professional regulation, ethics, and conduct, he continues to play a pivotal role in advancing standards in healthcare and law.
