Medical and Dental Council - Ghana

Divine currently heads the Medical and Dental Council, Ghana, as its Registrar.

He is a physician by primary training and also a legal practitioner. He holds a Masters and PhD degrees in Bioethics and Medical Jurisprudence from the School of Law, the University of Manchester in the UK. He has vast expertise in healthcare Ethics and Law (Bioethics and Medical jurisprudence), health policy, professional regulation, ethics education, research ethics, and ethics governance.

He founded and headed Ghana’s first medico-legal department at the Ministry of Health located in the Office of the Director-General of Ghana Health Service where he institutionalized ethics and law into health care practice and policy.

He has served as a member of the Legal Committee of the Ministry of Health Ghana, an Adjunct Lecturer at the University of Ghana Business School (Ethical and Legal Issues in Health) and the School of Public Health (Ethical & Legal Issues in Health Informatics). He is a member of the Legal Committee of the Association of Medical Councils of Africa (AMCOA) and has consulted for the West African Health Organisation (WAHO) on national research ethics governance for the West African sub-region to facilitate international collaboration
and partnership in science and health research.

He is a member of the Ghana Medical Association, the Ghana Bar Association, and the International Association of Bioethics. He is a senior associate at Law and Development Associates (LADA) and Atuguba and Associates Law Firm in Accra. He has vast experience and multiple competencies and is passionate about professional regulation, ethics, and conduct.

He has published widely in both local and international peer-reviewed journals in medical law and ethics (bioethics and medical jurisprudence). He is a practicing Catholic, a Marshallan, a member of the Catholic Professionals Guild, and is married with two lovely children.
